Developments on standard pay scales of E2 and E3 replacing the intermediary pay scales of E1A and E2A:

Addl Secretary (Telecom) has returned the file, back to Member(Fin) with some adverse comments even on replacement of E1A and E2A scales with E2 and E3.

The BSNL proposal in two parts is
1) replacement of E1A and E2A pay scales by E2 and E3 and
2) further upgardation of all the pay scales upto E7.

DoT Finance justifying the upgradation of E1A to E2 and E2A to E3 but the proposal for upgradation of all the pay scales from E3 to E4, E4 to E5, E5 to E6 and E6 to E7 is not supporting, citing huge financial implication on pension. This is becoming the stumbling block as we suspected. The nodal PSU section is not supporting the proposal at all. AST recommended replacing E1A with E1 scale and E2A with E2 scale for the new recruits.

Demand of SNEA on this issue is very clear from the note sheet itself (read page 1, 11 and 23 carefully. Page 23 reveals the actual stumbling block which was hiding while circulation in the WhatsApp).
It is a dangerous move and we have to respond organizationally, immediately once the membership verification is completed. We alerted CMD/BSNL about this developments and closely watching initiative from CMD.

The 24 page detail note sheets from DOT, clearly indicate the stand of associations, the inputs given by them for the resolutions and the real stumbling block for its implementation. Read carefully page-1, page-11 and page-23. A part of page-23 was purposely hidden by Shri Goutham, the actual recipient through RTI. As rightly pointed out by the recipients (Shri Gowtham) – once it is revealed before referendum, it will change the gameplan. The page-1 of the notesheept begins with the introduction of the subject quoting Sanchar Nigam Executives association. In its entire 24 page notesheet, AIBSNLEA could not find a mention on the subject. Page-11 clearly shows the valuable suggestions given by SNEA for accepting the demand of E2-E3 in place of intermediary pay scales of E1A and E2A. Page-23 clearly reveal the stumbling block that the ambiguity is regard to upgradation of payscale from E3 to E6 is the main reason for returning the proposal of BSNL for revision of E1A to E2 and E2A to E3.

GS writes to DIR HR regarding Pay parity of 2007 and 2008 batch JTOs at par with the 2005 batch JTOs joined after 01.01.2007 and the 2010 batch JAOs who got fixed at Rs 22820/-. Further requests to constitute a committee to examine the case as done in the case of JAO 2010 batch. This will address the grievances of the TTAs become JTOs as departmental outsider in 2007 and 2008 batches. They are facing similar pay loss and even those could not become JTOs and continued as TTAs and become JTOs in 2013 through LICE are drawing higher pay than those become JTOs in 2007 and 2008…..View Copy of the letter.

Comrades, only 7 working days left for the verification. This is the time to focus on door to door campaign. Try to meet each and every Executive as many times possible and seek their support, blessings and valuable votes for maximum majority which decides the bargaining power of the recognised Association. Maximum majority, minimum 60% should be our target in the coming days. Form small teams and meet the Executives even at their residence as done by some SSAs. Don’t miss the Executives working in small and isolated units like Term Cell, Civil/Elect/Arch wings, NOFN, NFS project, project and maintenance regions, INSP/QA circle, Training centres, NCNGN, ITPC, BBNW, rural and far flung areas etc.

CHQ President and AGS met CMD BSNL on 28.11.2016 and explained in detail about the status of E1A to E2 & E2A to E3 at DOT. We requested his immediate intervention as mentioned in our letter addressed by GS for resolving the issue on priority. CMD once again assured that it was his commitment to get the concurrence from DOT for the upgradation of Pay Scales from E1A to E2 & E2A to E3

This is with respect to some misleading information posted in the website by some Associations. Eventhough it is not our culture to respond to such write ups who runs the Associations through websites, some facts are given below to update our members, supporters and well wishers.

Standard pay scales of E2, E3, — E7 was the demand of SNEA since the agitation in 2002 for finalising the terms and condition for absorption. All other Assns (now AIBSNLEA) were agreeing for absorption just for an adhoc payment of Rs 2000, without knowing the basic terms and conditions for absorption like pay scales, promotion policy and fitment formula. In collusion with management they tried to sabotage the agitation of SNEA(then TEOA). BSNL offered E1, E2, — E6 pay scales during negotiation. After five days of agitation paralysing the whole country, negotiated settlement reached between SNEA and BSNL mgt. As per agreement, BSNL agreed for E1A, E2A, — E6 pay scales, five TB promotions upto SG JAG between 4-6 years and point to point fitment.

Next day of the settlement, GS of TESA(now AIBSNLEA) updated in their website: I (GS of TESA) met Secretary, Telecom and discussed the agreement made by the other Association. He was furious against CMD. By giving promotion in 4 to 6 years, BSNL will become bankrupt. With great difficulty, I convinced him for 8 years. He also told us to convince the other Association for 8 years. Now everybody can decide the contribution of AIBSNLEA(then TESA) in deciding the pay scales, five TB promotions between 4-6 years and fitment formula during absorption. When SNEA got a settlement of TBP between 4 to 6 years in the previous day with BSNL management, AIBSNLEA got a settlement of TBP after 8 years from Secretary/DoT, the very next day!

After 2nd PRC, individually and in United Forum, SNEA struggled for E2, E3, — E7 pay scales from 2009 to 2014. When the demand for upgradation of all the pay scales upto E7 become the stumbling block even to get the standard pay scales of E2 and E3, with the threat of demotion of the basic cadres from E1A to E1 and E2A to E2 pay scales, SNEA taken a strategic decision in 2014 to focus on E2, E3 pay scales for the time being to protect the basic cadres from demotion. Others insisted for upgradation of all the pay scales and even someone demanded E2, E3 scales from 01.10.2000. Thereafter SNEA alone started agitations which resulted in the final rejection of the intermediary pay scales of E1A and E2A by DPE in 2014 and reconstitution of the defunct Joint Committee as Khan Committee on 07th May, 2015 which AIBSNLEA protested at that time.

When DoT rejected the BSNL proposal from E2 to E7, other Assns agreed to SNEA proposal limiting the demand to E2, E3 alone and UF served notice on 17.08.2016. But during discussions, AIBSNLEA again started insisting for cascading factor. If cascading factor and upgradation of all pay scales upto E7 in case E1A and E2A are upgraded to E2 and E3 scales is not insisted by them, pl go through the website updations of AIBSNLEA on 23.08.16, 02.09.16, 15.09.16, 21.09.16, 22.09.16, 23.09.16, 29.09.16 and 26.10.16. Let the Executives decide who is misleading.

In the last combined meeting of UF with CMD, AIBSNLEA categorically told that E2, E3 without cascading effect upto E7 scale is not acceptable for them. Can they deny it?

Why the repeated request of SNEA to the other Assns to meet CMD and DIR(HR) and tell them to modify the proposal limiting it to replacement of E1A to E2 and E2A to E3 keeping the cascading demand pending is not accepted by AIBSNLEA? If they are serious on the issue, today also we can go together and save the proposal of E2 and E3. Are they ready?

The JAOs of 2013 and 2015 facing demotion to E1 and E2 scales has to make introspection to whom they are supporting in the membership verification.

If they want to merge SDE and Sr SDE grade, why they are demanding implementation of Khan Committee recommendation on CPSU Hierarchy? Khan Committee recommended promotions from JTO to SDE, SDE to Sr SDE and Sr SDE to DE equivalent grades. Why they made Khan Committee recommendations proposing promotions from JTO to SDE, SDE to Sr SDE and Sr SDE to DE? Why they given a joint letter on 31.08.2016 alongwith SNEA demanding promotions from JTO to SDE, SDE to Sr SDE and Sr SDE to DE as per Khan committee recommendations in the response to CPSU Cadre Hierarchy? Let them publically say that they didn’t accept Khan Committee recommendations and don’t want to implement CPSU Cadre Hierarchy at all? They are making contradictory demands for what?

Accepting merger of SDE and Sr SDE grades will result in losing one promotion and finally E2, E3, — E6 scales will come with 4 promotions closing the doors for five promotions and E7 scale in the future. In addition to this it will create huge anomalies and endless litigations which results into cascading factor which BSNL and DoT opposing. It is known to all Executives that as per terms and condition and EPP, no Executive can remain in a grade for more than 5 years. So BSNL and DoT will be bound to give one promotion with fixation increment after five years from SDE to Sr SDE as done in other CPSUs in similar situations and no Executive will remain in a scale for 10 years without promotion as propagated by them.

The demand of merger of SDE and Sr SDE grades is another Delay tactics on implementation of CPSU Hierarchy just like E2, E3 pay scales. They are trying to sabotage both E2, E3 pay scale proposal and CPSU Cadre Hierarchy implementation by making new new demands like upgradation of all the pay scales, merger of grades etc etc after making Khan Committee recommendations which they very well know that management and DoT will not agree at all. They are playing this in connivance with the management.

Majority of their members are either CAO/AGMs or DGMs. They are least bothered about E2, E3 pay scales or CPSU Cadre Hierarchy as they are not at all affected/beneficiaries. Remaining are from Accounts wings. They didn’t face stagnation in promotions like other cadres. So comrades, you decide who is playing with the future of Executives.

Fast track promotions are there in BSNL like LICE, LDCE etc to motivate the young and talented Executives. SNEA opposed Extl MT and reduced it from 100% to 12.5% in BSNLMS RR for the Engg side. Why others could not do it for the Accounts wing, atleast this much? Further SNEA is strongly opposing any Extl MT as huge pool of talent is there within BSNL. Fast track mechanisms and methods are required for screening them and taking few of them to the top positions. During ITS absorption, onetime rect of Extl DGMs making Intl candidates eligible was our demand, as a onetime measure. But what others did — they fought for eligibility, written the DGM examination, fought in the PCAT and High Court for eligibility. When they lost everywhere, they are opposing DGM rect? What a hypocrisy! They want DGM rect if they made eligible, otherwise don’t want and don’t want Intl MT! In future SNEA will fight to ensure that Intl MT also will be modified with suitable mechanisms with the approval of competent body. 

30% Superannuation benefits has come to lime light by the agitation of Joint Action Council in 2012 along with 78.2% IDA demand. When CMD offered 4% in 2013 and 6% in 2015 to SNEA they termed it as a compromise. But when they simply accepted just 3% on 19.02.2016 without even a single word of protest, is it an achievement? They even didn’t updated their website about their meeting with DIR(HR) on 19.02.2016 in the absence of SNEA and BSNLEU, fearing the Employees. If we could have started the fund in 2014 as suggested by SNEA, by this time minimum there could have been 2 to 3 lakhs rupees in the account of each and every employee and the contribution would have minimum 6% or even more. SNEA got minimum 6% and other Assns 3%. Who betrayed the Employees? Utilising our excellent relations with BSNLEU and NFTE(BSNL) we will fight for full 30% Superannuation benefits.

2.GS writes to CMD, BSNL --- Immediate intervention to stop the demotion of the basic cadres of JTO/JAO and SDE/AO from E1A scale to E1 and E2A scale to E2 -- BSNL proposal in two parts creating problems in DoT which has to be cleared by BSNL management to save the proposal. The DoT note sheet on the proposal clearly establishes the fact that the second part of the BSNL proposal to upgrade all the pay scales upto E7 is opposed by DoT, resulting into the rejection of even E2, E3 pay scales proposal in the first part. Any attempt to demote the cadres and denying the legitimate pay scales of E2, E3 will lead to industrial turmoil in the company. This may be treated as an advance trade union notice
